Cross-Chapter References
- Convert all “see Chapter X” to relative hyperlinks, e.g.,

- Ensure links work for both /en/ and /zh/ paths.
- Prioritize Chapters 12-13 references.
- Use thousand separators for numbers (e.g., 1,000).
